It's a project co-authorship of the software developer, electronic music creator Alexander Zolotov (Night Radio), and multi-instrumentalist Andrew Skorobogatov (Avs_Silvester). The concept and name taken from russian sci-fi novels of Ilya Tyo and Boris Dolingo.
